The first generation will be more like perfectly picked sheeple who will back the state and build the utopia with out question. Anyone who would even think of supporting the federal constitution would be shunned, and quickly relies if they want friends they need not play devils advocate for those who would wish to get a gun so they could murder everyone in the land or say those people (paid protesters) have the right to fight for their right to frack/

See the philosophy is simple, if you fully take care of your citizens and make sure they all have a living wage, full education, work in their field of choice, and universal housing, then they will devote themselves fully to the creation of the Utopian state.

The scientists, work on making a healthier genome.
The architects and builders build a completely green infrastructure, and transport system.
Those working in renewable's will have a state to come to full of work
Then those in creative fields like the arts will be able to thrive as well.

Crime happens when people think they have nothing to lose, but everything to gain. Thats why violent criminals are poor, but when everyone is well off crime or violent crime does not happen.
Outside business interests will hate it because they will see extreme levels of wealth with out exploration. They will be the ones trying to get courts to let them in, and the average person will want it to expand.

Even if you feed them and allow them some of your beneficence, proletarians can be ingrates. The offspring of our faithful citizens, for example, could spread dangerous ideas that threaten the societal cohesion.

 

After learning US history and how sucky the rest of the country is they would never choose otherwise, just like people in the EU would never adopt an american system, it will be same with the state. Sure some of what they want might change, but I doubt they will want a total reversal.
If anything I see the state expanding by people wanting to get in and taking over border cities and towns and voting for incorporation into this state LOL

The district of columbia already attempted such an effort. It was found to be unconstitutional. Further, the district of columbia has lost so many court cases pertaining to firearm-related restrictions, it is now forced to issued concealed carry permits to every law-abiding individual that applies for one.

 

States do not have rights. They possess certain powers and authorities, but they do not possess rights. Even those powers and authorities are limited by the united state constitution.
