No they didn't. This is the fallacy of the right wing narrative here. Rudy himself was the one lobbying the FBI to get the laptop, and to "investigate it". The fact that Rudy had a. "copy" of the harddrive stinks of the corruption here.

But lets work from your premise: Rudy is lobbying the FBI to investigate a laptop that he claims they already have, yet he knows whats on it because he has a copy of the drive ?

1. WHY would a computer repair shop contact the FBI about a "forgotten laptop"?
2. Why would that repair shop then contact a political operative ?

What they accused Trump of, Biden was actually guilty of.
