In Arab countries, how do you tell civilians from combatants? BTW, has anybody heard anything about food shortages in Syria? Agriculture and transportation have been disrupted. Money is short. The second horseman could be riding in Syria.

It's hard to do considering that anti-Assad forces hide among civilians, fire from civilian positions and dress in plain clothes with no recognizable uniform or insignia. The same things that people claimed justified collateral damage and the bombardment of residential areas like in Gaza or Fallujah. It's funny when they turn that flat on its face to all of a sudden blame those who attack the civilian areas. Like the "few bad apples" excuse, you will notice the double standards in the "human shield" justification as well. The fact remains, anti-Assad forces don't follow the rules of armed conflict, and they use human shields.
It goes to show what the "powers that be" value when they back the very group they were trying to eradicate only months before.

Hiding amongst civilians doesn't seem to be a practice exclusive to anti-Assad forces. It looks to me like that is the model for the entire Moslem world.

For guerrillas, yes. State forces however still use uniforms w/ insignia. It's really hard to pinpoint where the line should be drawn regarding blame when combatants get attacked in a civilian area. Like at what point do you say it's not the use of human shields, but the indiscriminate use of force knowing there are civilians there. I think they realize this which could be part of the reason they take up positions in civilian areas. Where they can say, yeah, well you should have had restraint and held your fire considering our human shields are here. That's why it's a war crime. Yet sometimes the attack against them is disproportianate and doesn't regard those civilians, like the Israel attack against Gaza a few years ago. Where it's a case of they know there's civilians there, and they just carpet-bombed the lot of them nonetheless.
