If they assist in the commission of the crime, yes. Ex. If they act as a lookout. If they intimidate the woman to prevent her from leaving. If they plan the crime. If they encourage the participants. Etc. On the other hand, if a couple gangmembers start raping a girl, and another gang member plays no part in it other than passively watching, then no. Plus, an organized group committing a crime receives special attention as being willing participants of all aspects of the crime by their complicit nature (ex. if you and your group go to rob a store, and one of the group shoots the store keeper, you are considered eligible for the same murder charge). In the case at hand, however, the people standing around watching are not part of the group committing the crime. They do not contribute to the commission of the crime, thus they are not accessories. And there is absolutely zero legal obligation to intervene or report the crime, unless you have a special relationship to the victim (ex. parent/child or teacher/student).

 

Nobody knows what they would do if they had the opportunity to intervene. It's easy to say that you would have tried to stop it from the comfort of your 'puter room.

Rape in the U.S. military is punishable by hanging. So is murder.

The worse crime one can commit in the military is desertion in combat, or as the Obama administration calls it, "Serving the United States with honor and distinction." Don't ask me why liberals think like that, I'm clueless.

Falling asleep on guard duty is the second worse crime in the military.
