Your ignorance of the GIF format, is beyond obvious. The time of each frame can be individually set. Each frame can have a different time length. You can set one up, so the frames flip slowly, as in a slide show. You can also make the frame rate faster than any device can handle. You can go through a video clip and set the time of each frame to a different time. If the rate was set at 10, as you claim, someone set it at 10, not because of some requirement of the GIF format. I should also point out that GIF, even when compressed, is a lossless format. An animated GIF, even if translated from a different format is as good as the original. The fraudulent video's quality is less than that of the original, which gives it just enough fuzziness to convince suggestible minds. That and the altered timing.

The only question is whether that brief momentary brushing of her flesh on his flesh or his on hers is unlawful in the USA. Why did she not just gesture in a neutral fashion or just ask that he hand it over, before deciding to become a physical aggressor?

 

She was reaching for the mic.....that is not being aggressive. Why didn't Acosta just hand it over instead of becoming physically aggressive?
