Now I'm much more familiar with German WW II tech, so I can't say for sure how modern German tech is, but German tech especially in that period was often thought to be overly complex and unreliable. You also need to take into account design flaws, Bismark should not have had its rudder jammed by a single torpedo hit even though it was certainly a lucky hit. For sure German tech in that period was advanced in certain fields compared to other countries, but some other countries had tech that was more advanced than Germany and they had a larger affect on the battlefield.
