I don't usually consider stoking racist sentiment a victory, but perhaps that says more about the OP than it does about Trump.
Not really, Trump could have demanded a lockdown, mask wearing or whatever, but it fall squarely in the laps of state law makers and most of all willing Americans to surrender ideology and constitutional rights.. People give the President far to much power in regards to freedom raised Americans..

If Trump's extraordinary accomplishments had been so obvious, he would have been re-elected. However, the vast majority of reality-conscious people had known since April 2020 that Trump was going to be defeated by Biden. Because even if your top 10 was true, Trump will still go down in history as the President who lied to his people about a pandemic that killed at least 400,000 Americans. When you have that kind of record, the rest of your "achievements" are meaningless.
