Have you ever bothered to figure out what the purpose of an EO is? It's the way by which the POTUS communicates to those in the Executive branch his policy positions and his expectations of those serving UNDER him. They are not meant to guide the POTUS.

Thus, most likely, there is still a process to declassify a document.

 

In addition to the above, I’m assuming that soon after Trump was inaugurated, he reviewed, revoked and/or amended most of Obama’s Executive Orders, and kept in-force EO 13526, however, during his presidency, Trump has often snubbed the process of declassification.

 

It certainly was/is in force during Trump's tenure, but it's meant to give directions to those serving in the Executive branch under the POTUS. It doesn't apply to the POTUS (even though he could follow it if wanted to). You do understand that EO stands for " Executive Order", right? The POTUS is writing an order he expects his underlings to follow.

 

Question; Verbally or in writing, does a sitting president has to notify someone that he declassified a Top Secret document?
