Cheat sheets themselves are fine since unlike a school, press conferences allow speakers to have cheat sheets. I think it would be an issue if reporters had to submit questions in advance or at minimum if they did, they should make that fact public. If the Whitehouse staff tried to anticipate questions in advance, especially given the experience with reporters, and prepared answers in advance then that is fair game. That is exactly what I would do. How I used to prepare for test wass trying to anticipate the test questions. If the reporter had to give them the questions then that is like stealing a test.

BTW This was the question on the cheat sheet:

"How are YOU squaring YOUR domestic priorities — like reshoring semiconductors manufacturing — with alliance-based foreign policy?" read the question in Biden's hand.

This is what she asked:

Seem plausible that the Whitehouse staff anticipated the topic she would want to ask about and prepped him on the answers.
