Initially, they deemed testing unimportant, because it would show higher case numbers (bad for Trump), and they didn't want to highlight the lack of US testing capacity (bad for Trump). Now, they are not sure if they should switch over to take the position of more testing is good, because it may lower the denominator in the death rate equation, thus reducing apparent death rates (good for Trump). Must be difficult to have to chose between conflicting positions when the over-riding incentive for choosing a position is not whether it is the right thing to do, but rather whether it makes Trump look good or bad.
