What is with this company? They seem completely unable to ascertain the risks generated in their line of work by prioritizing schedule over fundamental best practices. I worked briefly on this project and it was the most poorly run project I've seen in 25 years working as an engineering contractor. BP partnered with ArcLight capital - a company with no experience in operating a refinery. This project has been doomed to fail from the start. The plant has no source of natural gas and therefore it has to separate portions of its feedstocks that other refineries produce as product into fuel sources rather than products. It's possibly one of the worst locations for a refinery on Earth. Additionally BP never supported the project with the staffing level of competent personnel necessary to provide the operational knowledge required to properly restart this refinery and now they are threatening to pull out of the deal if production levels fail to meet their requirements. I hope John Malkovich will not have an opportunity to reprise his role from Deepwater Horizon. Biden's EPA is reevaluating the permits for this plant, but this project was DOA regardless of the EPA since day one.
