    They are still dead whereas the chance of them dying without the gun being there is much much lower since the vast majority are spur of the moment often fuelled by alcohol. Locking up the gun delays the action long enough to prevent completion usually - same with DV

    I don't think that has any relevance. and how do you police that? it's one of those things that sounds good but is worthless in the real world
