I think you've jump the rail here as you agreed with AOC that the financiers of the said pipeline should have liability for clean up. My example/comparison was merely making the financier liable, but in a different scenario. But you're right, either option is moronic as the financier is providing capital. They are not operating or maintaining the pipeline and should not be liable.
