As in all other cities, yoots of the inner-city, ghetto and public housing projects do not fear the police and will simply ignore it. Frustrated police, nevertheless eager to show some results, will go over to middleclass and upscale neighborhoods and intimidate young people who are innocently hanging around under lamp posts leaning on the hoods of their BMW's while discussing future college plans, financial portfolios, etc.
