The conscious and intelligent manipulation of the organized habits and opinions of the masses is an important element in democratic society. Those who manipulate the unseen mechanism of society constitute an invisible government which is the true ruling power of our country." Bernays and his colleagues believed that the American public could not be trusted to make the right decisions so their perceptions had to be manipulated ("perception management") by appealing to irrational emotions, desires and fears. He called this the "Engineering of Consent." Bernays and his clients (the state, major corporations and financial institutions) were in agreement with the Marxist-Leninists in this regard. Bernays' work was also studied by Nazi propaganda minister Joseph Goebbels.
