He was elected President based on a statistical fluke which compelled the EC to choose him. The majority of people who had enough of an opinion about his agenda to vote on the matter voted against it.

The House does NOT control spending EITHER body can pass a spending bill and send it to the other for their consideration they are on equal footing when it comes to spending. Basic 4th grade civics.

It was Clinton who passed a tax rate increase and slowed the growth of tax revenues and then was forced to sign the Gingrich/Kaisch tax rate cuts which got the economy back on track and we hit double digit tax revenue increases and the sign their welfare reform which got people back into the workforce as taxpayers and they produced the budget surpluses.
