Why is the percentage of black single-parent homes soo much greater than for whites? It used to not be this way. Decades ago, the percentages were similar. Now, more than 70% of black kids are raised in single-parent homes, while for whites its around 23%. Why is this? My thoughts, are that it is possible that with the advent of various welfare programs like food stamps, Section 8 housing vouchers, Medicaid, black mothers felt they could do it alone and didn't need to have an abusive man around or simply have a man around to get by? I think its hard to imagine black crime rates aren't totally related to single-parent homes, especially poor homes. Poverty + one parent is a perfect recipe for crime.

Yep. This policy should be changed where it is in place. It's part of the cycle that needs to be broken.

Conservatives are the ones who pushed for the "man in household" disqualifiers. they wanted to keep women "moral".
That's what you are saying, but I've never heard of that and didn't see any evidence of it in the article you linked, so for now I regard that as your personal opinion not supported by facts. Conservatives have not had that much input into social services,
That article didn't demonstrate that "conservatives" were the ones behind "man in household" rules. That's strike two. Before you Google another article that doesn't prove what you say, I'm beginning to suspect this is sounding like, "Republicans invented Obamacare" comments I've seen on this forum.
