Not change it, merely reduce the rate of change. for some reason AGW deniers always operate in a binary mode. there isn't a single solution to reducing our green house gas production. there isn't a single solution to transition our civilization from a fossil fuel economy to a renewable energy economy. Other countries set it up so that fuel tax goes to the general fund. That means that your share of income tax will be slightly lower as you cause fewer carbon emissions. But, the oil companies are probably right that returning it through a form that is more equal for low income individuals is better.
Russia has noticed that, too. So, they are increasing their military presence in the north, applying to the UN for border changes to be enforced by their military, etc. They see shipping lanes, mineral rights, etc. My bet is the UN won't oppose their de facto ownership.

I have said for years, this is not about climate. It is over taxation and Democrats grabbing more and more authority here in the USA.
Democrats do not have authority over taxation. The House has that. You need to read a little civics. Plus, where we place taxation is a very big deal in terms of our country running optimally. I'd far rather have a carbon tax than having the government make more regulation on the subject. If it is a tax, then I as a consumer or my company as a consumer can find creative and innovative ways to optimize our taxation, how to compete with other corporations, etc. In fact, it opens up whole new markets related to conservation and clean energy. Today, more people work in clean energy than in coal mining! That's what we want - MORE employment while at the same time meeting other serious objectives. This IS an economic opportunity for the private sector - one where other countries are taking a leadership position from us.
That brings up an interesting issue. There are ways in which a nation could alter the climate or slow/end the warming trend on earth by placing significant amounts of some chemical into our far upper atmosphere (for example). That could be difficult to test, could have unexpected ramifications, could be hard to reverse, and could affect some regions of the world quite differently than others, even causing great damage somewhere. So, by what process would a decision like that be made?
I do not know. I also know that CO2 varies widely depending on the area of Earth being discussed. I am not to blame. That I am sure of.

Take Obama, His Dodd Frank law caused my professional license fees to sky rocket. I once paid the Feds nothing for my CA license. Now to retain my license, allowing me employment, it cost over a grand just to do what I have long done. Dodd Frank needs to be repealed.

You pissed me off over the civics taunts. i am very well versed not only in laws, but the making of them. I have more than civics lessons, I went further into college courses in taxes, laws and more. What appeals to me is trying to get Government to pay me $2,000 per year. But Democrats would never in a million years allow the funds to flow to me or you. They will use it elsewhere. So, it won't work. Oil Firms feel that they won't pay the costs, so make it our costs. I don't trust oil firms on this matter.

Your industry was part of the root of an incredibly serious problem. Amazingly, the rich folks got saved, many of the rest of our families got hosed good and hard, and the bad guys didn't go to jail,. Now, you want even LESS to have been done! Poor you!
Darned few in the industry did wrong. And Dodd Frank is no cure. It is a form of new taxation imposed by Democrats. CA might be the most regulated state of all over my industry. I still pay them a heck of a lot and also to the Feds. If you find you get blamed over acts of others, you too would be angry. Dodd Frank did not go after the guilty. It went after the innocent among us.
