No, that layer is at 255 miles deep. We haven't been able to drill more than 40,230 feet (which is less than 8 miles)
Current technology is not relative to this because even if there are vast amounts of water deep in Earth, it would be decades or a century before we attempt to access the water. Just like on Earth's surface, in which the land, oceans and atmosphere are interconnected, in which changes to any one of them effects the others, gotta wonder what happens if we start extracting copious amounts of water from deep in Earth? What repercussions might this have?
I'm thinking if there is water deep in Earth, it's more about knowing it is there, and having it as an option, than it is going after it with today's technology. On the drawing board is a huge desalination plant in San Diego...I hope this project can be completed...
Meanwhile, the upper Midwest, particularly Mn and Wi, have been in and out of flood warnings for a few weeks. Lakes are 2' higher than normal and folks are battening down docks on lakes to keep them from floating away.
Distribution of potable water is part of the problem throughout the world and in the USA. As I've advocated many times I think we need 1000's more reservoirs in the USA, but equally important is distributing potable water wherever it is needed...canals/pipelines to everywhere...
I was wondering about radiation which is abundant from the Earth's core...radiation basically creates the heat...and wondered if this same radiation would contaminate water reservoirs located closer to the core. I guess I'll need to watch the movie 'Journey to the Center of the Earth' in order to better understand what's going on down there...
