    So the country with the worst emissions record on the planet (per capita) doesn't want to even control the rate of growth of its greenhouse gas production? Why is this realistic or applaudable?

    Canada isn't the worst. I think they're still below us in per capita amounts. Australia is worse than us, as well as a few oil exporting countries in the Middle East.
