Poll: 87% in US disapprove of Congress
Aug 25,`11 WASHINGTON (AP) - Americans are plenty angry at Congress in the aftermath of the debt crisis and Republicans could pay the greatest price, a new Associated Press-GfK poll suggests.

The poll finds the tea party has lost support, Republican House Speaker John Boehner is increasingly unpopular and people are warming to the idea of not just cutting spending but also raising taxes - anathema to the GOP - just as both parties prepare for another struggle with deficit reduction. To be sure, there is plenty of discontent to go around. The poll finds more people are down on their own member of Congress, not just the institution, an unusual finding in surveys and one bound to make incumbents particularly nervous. In interviews, some people said the debt standoff itself, which caused a crisis of confidence to ripple through world markets, made them wonder whether lawmakers are able to govern at all. "I guess I long for the day back in the `70s and `80s when we could disagree but we could get a compromise worked out," said Republican Scott MacGregor, 45, a Windsor, Conn., police detective. "I don't think there's any compromise anymore."

The results point to a chilly autumn in Washington as the divided Congress returns to the same fiscal issues that almost halted other legislative business and are certain to influence the struggle for power in the 2012 elections. They suggest that politicians, regardless of party, have little to gain by prolonging the nation's most consequential policy debate. And they highlight the gap between the wider public's wishes now and the tea party's cut-it-or-shut-it philosophy that helped propel Republicans into the House majority last year. The survey, conducted Aug. 18-22, found that approval of Congress has dropped to its lowest level in AP-GfK polling - 12 percent. That's down from 21 percent in June, before the debt deal reached fever pitch.

The results indicate, too, that the question of trust remains up for grabs - a sign that the government's stewardship of the economy over the next year will weigh heavily on the fortunes of both parties in the elections. Republicans and Democrats statistically tied, 40 percent to 43 percent respectively, when respondents were asked which party they trust more to handle the federal budget deficit. Nearly a third of independents said they trust neither party on the issue. Much about the next election hinges on independent voters, the ever-growing group fiercely wooed by campaigns for years. These respondents, the poll found, were the least forgiving toward incumbents and shifted substantially toward the need to raise taxes as part of the deficit and debt solution. Among them, 65 percent say they want their own House representative tossed out in 2012, compared with 53 percent of respondents generally.

This group, too, is helping fuel the shift toward raising taxes as a way to balance the budget. The poll found that among independents, 37 percent now say that increasing taxes should be the focus of the fiscal dealmakers, over cutting government services. That's up nine points from March, the poll found. The backlash was personal, too. Boehner, the congressional veteran from Ohio who struggled to win enough members of his own party to pass the debt deal, won approval from 29 percent of the poll's respondents. That's the lowest such level of his tenure and also the first time his rating is more negative than positive. Forty-seven percent of Republican respondents said they approve of Boehner; only a fifth of independents have a favorable opinion of him.

Rangel umbrage at Cantor: Higher taxes are 'paying your fair share!'
September 20, 2012 | New York Rep. Charles Rangel, censured by the House for ethics violations over squirrely financial dealings like failing to disclose hundreds of thousands of dollars in assets and failing to pay income taxes, today called President Obama's goal of killing some Bush tax cuts "paying your fair share!"

The 82-year-old's umbrage came in a tweet while he was in the Cannon Rotunda interview area. According to a picture he also tweeted, he was near House Majority Leader Eric Cantor who was in a discussion over the Bush tax cuts. "My ears perking up to hear RepCantor saying taxes will go up under Pres Obama. It's called 'paying your fair share!'" Rangel tweeted just after noon. His picture shows Rangel waiting to be interviewed with Cantor off to the right, TV light shining off his face as he is being interviewed.

It's the second time this week Rangel has ranted on proper ethics and tax paying. Earlier this week he rapped Mitt Romney for accurately saying that some 47 percent of Americans don't pay taxes. Rangel said in a statement that was just federal taxes, and that the 47 percent actually do pay some taxes, presumably local taxes.

When the tweet made its way around Capitol Hill today, many Rangel critics choked, mocking his long list of ethical challenges. His reputation and career were damaged when he was charged with ethical violations, forced to step down as chairman of the House Ways and Means Committee, and eventually censured.

The House Ethics committee has cleared Rep. Maxine Waters, a Democrat from California, of any wrongdoing in a 3-year-old, conflict-of-interest case involving her work on behalf of minority-owned banks during the height of the economic crisis even though her husband had a financial stake in one of them. The finding exonerates Mrs. Waters, but the ethics panel is still weighing disciplinary action against her grandson, Mikael Moore, who serves as her chief of staff. The case has lingered for years after allegations of prosecutorial misconduct within the Ethics Committee surfaced and delayed an initial public trial scheduled for the fall of 2010. The panel last year took the unusual step of hiring an outside counsel to review the allegations that the panel had mishandled the case against Mrs. Waters and then weigh the evidence against her and Mr. Moore.

The stakes were incredibly high for Mrs. Waters, who will be the highest-ranking Democrat on the Financial Services Committee next year after Rep. Barney Frank of Massachusetts retires. If the committee had found her guilty of any ethics violations, that could have jeopardized her ranking member status. During a rare public hearing Friday, members of the committee said they agreed with the findings of an outside counsel hired to examine the case against her as well as the troubling context of the committees handling of the investigation. The attorney, Bill Martin, found that Mrs. Waters thought she was initially acting on behalf of all minority-owned banks, not just on behalf of OneUnited Bank of Boston, in which her husband held stock and previously had served on the board of directors. We are prepared to accept that finding after this public hearing, Rep. Bob Goodlatte, the acting chairman of the Ethics Committee, said Friday.

When Mrs. Waters discovered OneUniteds prominent role in requesting bailout assistance from the Treasury Department, she informed Mr. Frank, who was serving as chairman of the Financial Services Committee at the time, and handed the issue off to him, Mr. Martin found. In the fall of 2010, public trial scheduled for Mrs. Waters was abruptly cancelled after the staff director of the Ethics Committee announced the discovery of new evidence in the case. That staff director ultimately resigned, but not before placing two staff attorneys to the committee on administrative leave amid allegations that they leaked information about the probe to Republican members of the committee.

On advice of Mr. Martin, all members of the committee dealing with the case recused themselves and House Speaker John Boehner, Ohio Republican, appointed a new panel in 2011 to evaluate evidence in the case and Mr. Martins findings. Although Mr. Martin found some merit to Mrs. Waters complaints, he ultimately determined that the leaks did not violate her due process rights or bias the case against her because the Ethics Committee did not operate under the same rules as a court of law.
