China invested $90 billion into the arctic project already... I doubt they need Arctic Council membership, they are an investor. And I think China's involvement will be between Putin and Xi, doubt they are going to ask the US for permission, nor do I see the US just walking away from vvvv which explains the army boots footprints... they know it too

These actions are part of the Chinese plan for world domination. They knock off little chips on an annual basis. Their scuttling of the trade negotiations is another example of this. They are willing to accept some short term pain to get Trump out of office and welcome a Democrat who will do nothing to stop them.

I don't think you really want the Chinese model of state-corporate fusion. It has its upsides, no doubt, but consider the downsides.
