The ruling party of China CCP passed its 13th Five-Year-Plan in which a couple will be allowed to have two chirdren.In fact,citizens living in urban China don't have much willing to give birth to children. Effectiveness is limit.
Was it one before? How do people you know feel about it? Something like that wouldn't fly in America where people think they have a right to have as many kids as they want. Unfortunately it seems like people who couldn't afford two are the ones who want to have the most while educated people have fewer.
