A terrorist threat persists in the North Caucasus, said President Vladimir Putin.
"Despite evident positive developments, the situation in the North Caucasus has been improving too slowly. The terrorist threat and challenges to security have not been entirely removed," Putin told an expanded meeting of the Russian Security Council.
He said "all law enforcement structures must be mobilized to maintain law, order and public peace."
Putin said new methods should be devised for combating terrorism, extremism and crime, adding that this is necessary for stabilization and for encouraging business and investment activity in the region.
"And, of course, the suppression and neutralization of terror and crime threats are particularly important in connection with the upcoming Winter Olympic Games in Sochi in 2014," Putin said.

A gunman gravely wounded a senior judge in Russia's North Caucasus province of Dagestan on Wednesday, nine months after another member of the region's highest court was shot and killed, police said.

Mostly Muslim Dagestan, in southern Russia on the Caspian Sea, is beset by frequent shootings and bomb attacks, many targeting police, state officials or moderate clerics. Another Supreme Court judge, Magomed Magomedov, was killed in January.

Makhachkala ex-Mayor Sayid Amirov, his nephew Yusup Japarov and Khasavyurt ex-assistant prosecutor Magomed Abdulgalimov have been charged with terrorism and gun trafficking. The latter told the police that he was hiding a Strela-2 missile complex acquired for murder of the ex-mayor’s political opponent, Kommersant reports.

Amirov and Japarov are accused of murdering investigator Arsen Gajibekov in Kaspiysk in December 2011. Amirov has not admitted guilt. He was charged on June 4. According to investigations, Abdulgalimov bought the missile system in March 2012 to shoot down the plane of Sagid Murtazaliyev, an opponent of Amirov, member of the Dagestani parliament and head of an office of the Dagestani Pension Fund.

Lawyers of Amirov and Japarov appealed the terrorism and gun trafficking charges.

Democracy is a sophisticated political scheme that works as long as enough people do not realize that with a little bit of organizing they can begin voting themselves seemingly endless cake, candy, and ice cream in what they mistakenly tell themselves is either entirely at the expense of other citizens -- or even goofier -- or comes with no economic strings attached for anyone.

Technically even that part was a bit of poetic license on my part since any scheme capable of keeping a fairly large and modern culture up and running while doing everything else a well ordered government is generally considered to be obligated so to do is of necessity going to be quite sophisticated in one manner or the other.

 

In my opinion, democracy is a form of governing that the majority of the population of any given country is ready to put up with at the time in question. And if majority is happy to put up with absolute monarchy or tribal leaders -- it's their variation of democracy.
