Civilization civilizes, but the process is evolutionary and requires several thousand years. For the sake of this discussion, I am defining a civilization as a city based society where the government has the effective monopoly on the legitimate use of violence.

In a civilization intelligent men usually become more prosperous than unintelligent men. Until recently they had tended to have more children who survived and reproduced.

In a civilization criminals were usually killed at the scene of the crime, they died in custody, or they were executed. There was no effort at rehabilitation. It never has been reliable. The few children some criminals had rarely lived to adulthood.

While this was happening, in sub Saharan Africa all men fought in the inter trial wars. The most effective warriors had sexual access to the most women. Consequently, they had the most sons who inherited their violent inclinations and abilities. Men were expected to avenge wrongs done to them, their relatives, and their friends. Women declined to become involved with men who failed to do this.

This explains why whites and East Asians are usually more intelligent and law abiding than Negroes.
