Does making the prisons more unpleasant places to be in actually reduce crime?

In one prison in Arizona (USA), the prisoners are forced to sleep in tents where the day time temperatures sometimes reach 140°F. The prisoners are required to wear pink prison clothes to humiliate them, and their televission only has one channel: about cooking, which is there just to mock them since the prison food is so bad.
