Up until now there have been no Russian troops in Donetsk and Lugansk, but the peacekeepers are being prepared to go. Donbass/Lugansk will be great places for local warlords,criminals, and other assorted riff raff. Much like Abkazia,Ossetia,Transnistria.
I am sorry but these provinces are NOT independent. They are a part of Greater Russia. They will be militarized like Russia, they will be poor like Russia, and they will be dictatorships like Russia.

Donbass Republics Formally Ask Russia For Military Help Correction. They are not republics. They are occupied Ukrainian territory.
