Protesters in Haiti demand ouster of UN troops
14 Sept.`11 Protesters calling for the withdrawal of U.N. peacekeepers from Haiti clashed with police Wednesday outside the earthquake-damaged Haitian National Palace.

The protesters hurled rocks at Haitian police in riot gear, and the officers responded by firing volleys of tear gas canisters toward the crowd of several hundred demonstrators. As the crowd dispersed, many protesters fled into the Champs des Mars, the park that became a huge encampment of tents and shanties following the January 2010 earthquake. There did not appear to be any serious injuries among protesters, who said they wanted to see a withdrawal of the U.N. troops who have helped keep order in Haiti since 2004, when political violence engulfed the country. But a group of protesters in a university near the plaza carried out a young man to an ambulance; minutes before, protesters had lobbed rocks from the building and riot police had fired back with tear gas. A passenger in the ambulance said the man had been cut by razor wire. Then the vehicle sped off as demonstrators pelted an oncoming riot police truck with stones.

Haitian National Police spokesman Frantz Lerebours told The Associated Press that he hadn't received any reports of injuries. Protesters said they were angry over the alleged sexual assault of an 18-year-old Haitian man by U.N. peacekeepers from Uruguay in the southwestern town of Port-Salut in July. They also expressed anger over a cholera outbreak likely introduced by a battalion from Nepal. The outbreak has killed more than 6,200 people since it surfaced last October, according to the Health Ministry. "We are doing a peaceful march and asking for MINUSTAH to leave the country," said protester Christo Junior Cadet, referring to the U.N. force by its French acronym. The U.N. has 12,000 U.N. military and police personnel in Haiti but no peacekeepers were in sight as the protesters clashed with the Haitian police. Haitian President Michel Martelly is expected to ask for a renewal of the U.N. mission's mandate, which expires next month.

The peacekeeping force has been a fixture in Haiti following a violent rebellion that ousted former President Jean Bertrand Aristide in 2004. The force in Haiti has been a target of complaints for years, but the criticism has increased in recent weeks after a cell phone video surfaced showing several U.N. soldiers holding down a young Haitian man. It was not immediately clear in the video what else the soldiers may have been doing. The Wednesday protest came the same day the U.N. released a statement saying that Secretary-General Ban Ki-moon sent a trio of senior-ranking officials to Haiti to ensure that a "zero-tolerance" policy on misconduct is enforced. The U.N., Haiti and Uruguay are investigating the abuse allegations.

Monday, 09.24.12 - About 60,000 Haitians were granted temporary protected status after Haitis January 2010 quake. Advocates say conditions are still too precarious for their return.

Secretary of Homeland Security Janet Napolitano has extended Temporary Protected Status for Haitians living in the United States for another 18 months, beginning Jan. 22, 2013. The Department of Homeland Security is expected to publish a notice in the Federal Register this week announcing the decision, which will allow about 60,000 Haitian citizens to remain in the United States until July 2014. Haitians will have 60 days to re-register from the day that the notice is published. Haitian advocates and immigration activists welcomed the news and said they were grateful, but complained that a double standard and discrimination against Haitians continue. We had no doubts that TPS would be extended given the in-country conditions right now. We just were not sure if it was going to happen before or after the elections, said Marleine Bastien, founder of Haitian Women of Miami. We are grateful that its extended even though it is with the same failings that we have brought to the attention of the Department of Homeland Security.

Bastien said students who arrived in South Florida after the January 2010 earthquake in Haiti cannot go to college because they are being charged prohibitive out-of-state tuition. Some who are in nursing school cannot sit for their nursing exam because of their TPS status. She said Haitians continue to be deported to Haiti despite the sluggish recovery from the earthquake and a cholera epidemic that has killed more than 7,000 and infected more than a half million people.

Also of concern for Bastien and other activists is what they say is DHS refusal to approve a Haitian family reunification parole for thousands of Haitian families who have already been approved to join their U.S.-citizen and legal-resident family members in the U.S. According to DHS statistics, there are 112,000 Haitians in the pipeline. These people have been waiting two and a half to 11 years, said immigration activist Steve Forester, noting that about 15,800 of those waiting are minors. These petitions have already been approved by DHS. Its senseless given the conditions in Haiti that people should have to wait for so long. At least make a start somewhere, beginning with some of the most vulnerable. It just takes DHS decision.

The number of Haitians still in tents has gone from 1.5 million to just below 400,000. And while donors and the Haitian government have been highlighting the improvements in recent days, it comes as Haiti has been rocked by isolated protests in some of its major cities. Protesters are complaining about rising prices and government corruption. Haitian Prime Minister Laurent Lamothe, responding to the crises last week on a local Haitian radio station, urged the population to remain calm, saying You have a government thats working on behalf of your interest. But Lamothe has come under criticism by protest organizers for referring to protesters as mercenaries. Seeking to clarify the statement, he told Haitian journalist Nancy Roc in an email the reference was to those looting and burning tires, not the protesters per se.

Storms leave hunger in Haiti...

Study: Widespread hunger in Haiti after storms
Dec 7,`12 -- Haitians have suffered widespread hunger following an unusually active storm season this year and are likely to experience more, according to a study released Friday.

The report, backed by a Rio de Janeiro, Brazil-based think tank, found that rural households in the heavily hit areas of Haiti's west, north and Grand-Anse departments experienced what it termed "severe food shortages" after Hurricane Sandy and an unnamed storm that followed. The two merely brushed the Caribbean nation in October and November but caused major flooding and killed as many as 66 people. Nearly 70 percent of the more than 1,000 households interviewed said they experienced moderate or severe hunger, according to the study, "After the Storm: Haiti's Coming Food Crisis."

The report was written by social scientists Athena Kolbe, Marie Puccio and Robert Muggah, who frequently work in the impoverished country. It echoes U.N. warnings that more than 1.5 million of Haiti's people are at risk of malnutrition because they lost crops in the storms. As much as 90 percent of Haiti's harvest season, much of it in the south, was destroyed in Sandy's floods, the world body said. "We look at all these things and expect to see there's going to be food insecurity in six months," said Kolbe, a doctoral candidate in social work and political science at University of Michigan. "There are going to be a lot of areas where there is not a lot food and we know what happens when there's not a lot of food." Added Kolbe: "It's pretty bleak."

Kolbe and humanitarian workers fear Haiti could see a repeat of what happened in 2008. That year, a jump in food prices triggered more than a week of deadly rioting that ended in the ouster of the prime minister and his Cabinet. In recent months, anti-government demonstrations have taken place in the capital and countryside. The protesters have aired grievances that range from alleged corruption in the administration of President Michel Martelly to a rising cost of living. Backed by the Brazilian nonprofit think tank, the Igarape Institute, the study drew on data from 1,355 households, with a response rate of 84.7 percent. The surveys were done immediately after Hurricane Sandy and the unnamed storm that followed.

11 January 2013 - Three years on from Haiti's devastating earthquake, the country's UN special envoy has revealed little official aid money has gone to the country's government and organisations. Why is the funding bypassing Haitians?

After the Earth shook beneath Haiti's capital Port-au-Prince in the late afternoon of 12 January 2010, the epic scale of the destruction soon became clear. Many of the country's poorly-constructed buildings had simply disintegrated, leaving 200,000 people dead and more than two million without homes. These scenes of human suffering prompted many of us to dig deep into our pockets and vast sums of money were raised by the UN, international charities and other non-governmental organisations. Public bodies pledged even more.

'Costly temporary clinics'

Some $9bn (£5.6bn) of international assistance was given - $3bn from private individuals and companies and $6bn from governments and global institutions (known as bilateral and multilateral donors), according to the Office of the Special Envoy for Haiti (OSE). But what the OSE and others have been asking is why less than 10% of the $6bn from public donors has gone to the Haitian government and why less than 1% was given to local organisations.

"Public institutions were often and usually inadvertently sidelined by well-meaning organisations that rushed in to provide emergency services," says Deputy Special Envoy Dr Paul Farmer in the OSE report. "Many set up costly temporary clinics while the public sector institutions did not and do not have enough funds to pay the salaries of its doctors and nurses."

"Our experience in Haiti has reminded us that when it comes to aid dollars, how and where we spend them is often as important as how much we spend," he concludes. The report suggests that concerns about corruption and weak institutions meant international donors were reluctant to channel money through Haiti's organisations.

Haiti President Martelly criticises aid on quake anniversary
12 January 2013 - Haiti's President Michel Martelly has said international aid to help Haiti recover from a devastating earthquake three years ago is not working.

In a speech to mark the anniversary, Mr Martelly said the government had directly received only one third of the aid pledged. Aid donors needed to co-operate more closely with the Haitian government, he added. Some 200,000 people died in the earthquake, the authorities said. More than 300,000 Haitians remain in temporary shelter with poor sanitation. "Where has the money given to Haiti after the earthquake gone?" asked the president. "Most of the aid was used by non-governmental agencies for emergency operations, not for the reconstruction of Haiti."

Cholera outbreak

He said he was not asking for absolute control of all aid funding, but rather trying to achieve a better balance between official and NGO programmes. "Something is not working," Mr Martelly said, calling for everyone involved to reassess the recovery initiative. Much of the Caribbean nation's capital, Port-au-Prince, was devastated by the powerful earthquake that struck in the afternoon of 12 January 2010.

The presidential palace was one of thousands of buildings destroyed in one of the poorest countries in the Western Hemisphere. "We have recorded damages of nearly $13bn (£8bn)," Mr Martelly told journalists who had gathered at the palace for a short ceremony marking the anniversary of the disaster. Haiti has since been affected by landslides and hurricanes, as well as an epidemic of cholera and rampant crime.

When Irish billionaire Denis OBrien set about building a cellphone company in Haiti the western hemispheres poorest country there was no shortage of skeptics. Six years later, OBriens company, Digicel, is the largest private investor in Haiti and has 4.8 million users, about half of the population. It is a rare beacon of entrepreneurship in a country still struggling to rebuild after the 2010 earthquake. OBriens ambitious plans for Digicel are part of his bullish vision for Haiti, which stands in sharp contrast to the usually gloomy forecasts for a nation crippled by perpetual political turmoil and natural disasters.

Promotion of homegrown entrepreneurship is rare in Haiti, where the government and banks have done little to stimulate investment and a small business elite has profited from import monopolies that stifle local production. On a typically whirlwind visit shortly before Christmas, OBrien, 54, flew into Haiti from New York on his corporate jet for a monthly Digicel board meeting. He then hosted a gala celebrating Digicels Entrepreneur of the Year, a televised event he imported from Ireland to inspire small businesses. Close to 2m tall with white hair and ruddy cheeks, OBrien is easy to spot among the crowd of mostly local business people and dignitaries, including Haitian President Michel Martelly. Haiti needs more people like you, Martelly said. If it wasnt for Denis, wed all be sitting here alone.

The Digicel Group is a privately-held company founded by OBrien in 2001 and headquartered in Jamaica, with 13 million customers in 31 emerging markets, mostly in the Caribbean and Pacific regions. OBrien holds 94 percent of Digicels shares and made Forbes magazines billionaires list last year at No. 205 with a net worth of US$5 billion. He models himself on Sudanese-born British billionaire Mo Ibrahim, the founder of Africa-wide cellphone network Celtel, and India-based Sunil Mittal, the founder of Bharti Airtel. Ibrahim sold Celtel in 2005 for US$3.4 billion and now runs the Mo Ibrahim Foundation to encourage better governance in Africa, while Mittal also runs his own foundation. They proved the concept that you can have people with very little disposable income in real terms, but who want a phone and theyll pay you for it and you can afford to build up quite a large network, OBrien told reporters.

Digicel is now looking to enter Myanmar, a country of about 60 million people that has one of the lowest mobile penetration rates in the world. Only 3 percent of Myanmars population owned a phone in 2011, World Bank data show. Digicel says it had revenue of about US$2.5 billion in the year ending on March last year, with Haiti leading the way by generating US$439 million. Digicels 2006 launch in Haiti was a rare example of foreign investment in a country more used to depending on foreign aid. Two existing cellphone companies which offered spotty, more expensive services were quickly overtaken as Digicel invested in a national infrastructure and offered handsets for as little as US$7 with low rates for its mostly pre-paid customer base. Denis revolutionized the communications sector. Before, cellphones were a luxury and now they are a must, Haitian Minister of Tourism Stephanie Villedrouin said. OBriens investments in Haiti go far beyond telephony.

28 February 2013 - Haiti's former ruler Jean-Claude "Baby Doc" Duvalier has appeared in court for a hearing to determine if he can be charged with crimes against humanity.

It was the first time Mr Duvalier, who failed to appear at previous hearings, had faced some of his alleged victims. He returned to Haiti in 2011 after spending 25 years in exile in France. Human rights groups say hundreds of political prisoners were tortured or killed under Mr Duvalier's rule from 1971 to 1986. Opponents and supporters of Mr Duvalier turned out for the hearing, with some of his alleged victims just metres away from him in the packed courtroom.

Supporters dressed in the black and red colours symbolic of Mr Duvalier's rule chanted "Long live Duvalier" as he entered the courthouse. Mr Duvalier's lawyers had asked for the session to be held in private, arguing he was unwell. The hearing was requested by his alleged victims, who want to see him stand trial for crimes against humanity.

'President for life'

Last year, a judge ruled that Mr Duvalier should be tried for embezzling public funds but that the statute of limitations had run out on charges of murder, arbitrary arrest, torture and disappearances. That ruling is contested by human rights organisations, which argue that under international law there is no time limit on prosecuting crimes against humanity. Mr Duvalier is himself appealing against the decision to try him on any charges. Now a three-judge panel must decide whether the former leader should face trial.

Three previous attempts to hold the hearing had to be postponed when Mr Duvalier failed to turn up. Mr Duvalier was just 19 when he inherited the title of president-for-life from his father, Francois "Papa Doc" Duvalier, who had ruled Haiti since 1957. Like his father, he relied on a brutal militia known as the Tontons Macoutes to control the country. In 1986 he was forced from power by a popular uprising and US diplomatic pressure, and went into exile in France.

Eviction fears haunt Haiti camps after attacks
May 14,`13 -- Attorney Reynold Georges showed up with a judge and a police officer on a recent afternoon at Camp Acra, a cluster of tents and plywood shelters scattered across rocky hills dotted with trees in the heart of the Haitian capital.

The lawyer told the camp of some 30,000 people that they were squatting on his land and had to leave, witnesses said. If they didn't vacate, he said he'd have the place burned down and leveled by bulldozers. Camp leader Elie Joseph Jean-Louis said other angry residents, who had lost their homes in a catastrophic 2010 earthquake, fought back by lobbing rocks at Georges and the people he had come with. The camp residents managed to protect their homes that day but they also brought to life a far-reaching problem. In the few weeks since the mid-April confrontation, their plight has become a symbol for what many say is the growing use of threats and sometimes outright violence to clear out sprawling displaced person camps, where some 320,000 Haitians still live.

The standoff set off a chain of events that left several shelters burned and a camp resident dead. It occurred a little more than a week before the human rights group Amnesty International issued a report on the jump in camp evictions in Haiti over the past year. "This terrible event is proof of the consequences of continuing forced evictions in Haiti," Javier Zuniga, a special adviser to Amnesty International, said in a statement about the standoff. "They have been living in camps with appalling living conditions. As if this were not enough, they are threatened with forced evictions and, eventually, made homeless again."

Georges tells a different story. The former senator, whose most famous law client is former dictator Jean-Claude "Baby Doc" Duvalier, denied that he had threatened residents, saying he was only there to show officials what he said was his land. "If they said that, they are crooks and liars," Georges said of camp residents. After Amnesty released its report, Haitian Prime Minister Laurent Lamonthe told The Associated Press that the government of President Michel Martelly was in fact trying to stop the evictions. The government does not "believe in forced evictions," Lamonthe said. "There are some private owners that do it, but the government itself does not condone that."

UN anti-cholera plan in Haiti 'failing'
29 May 2013 > UN efforts to tackle cholera in Haiti are "almost non-existent", a charity says, as the world body faces court action for inadvertently starting a cholera epidemic in the country.

Late last year, the UN launched a $2.2bn-appeal (£1.5bn) to improve water supplies in Haiti. But Medecins Sans Frontieres says this has had almost no practical effect. The UN is accused of negligently allowing peacekeeping soldiers to pollute Haiti's water with cholera. The epidemic, which is spread by infected sewage, has killed more than 8,000 people since late 2010.

'Alarming' situation

"There have been grand plans - a 10-year $2.2bn project," Duncan McClean, a senior manager for MSF, told the BBC. But the UN plan had not been implemented, he added. "I travel regularly to Haiti; the impact on the ground today is almost non-existent." The UN plan to improve drinking water and sewage outlets - which MSF says is unfulfilled - was widely seen as the international body's attempt to deflect calls by the victims of cholera for financial compensation.

Responding to the MSF charge, the UN told the BBC that "enormous efforts" had been made to support Haiti's cholera eradication plans. These efforts had resulted in significantly fewer cases and reduced mortality rates. But the UN also recognised that a shortage of funds meant "resources mobilised to date are clearly insufficient to face a potential peak of cases" in the forthcoming rainy season. It has called for more resources from member states to tackle the cholera epidemic.

The UN says it has legal immunity from the compensation case. Lawyers for the cholera victims say that unless talks on compensation begin in the next few weeks, they will take the UN to court in New York. MSF said the cholera situation in Haiti was currently "extremely alarming". The rainy season had begun - causing the usual flooding of infected open sewers - while donor countries had reduced aid commitments.

Monday, 06/10/13 The hardship of hunger abounds amid the stone homes and teepee-like huts in the mountains along Haitis southern coast.

The hair on broomstick-thin children has turned patchy and orangish, their stomachs have ballooned to the size of their heads and many look half their age the tell-tale signs of malnutrition. Mabriole town official Geneus Lissage fears that death is imminent for these children if Haitian authorities and humanitarian workers dont do more to stem the hunger problems. They will be counting bodies, Lissage said, because malnutrition is ravaging children, youngsters and babies.

Three years after an earthquake killed hundreds of thousands and the U.S. promised that Haiti would build back better, hunger is worse than ever. Despite billions of dollars from around the world pledged toward rebuilding efforts, the countrys food problems underscore just how vulnerable its 10 million people remain.

A malnourished 4-year-old Michelene Thelusme sits outside her home in Belle Anse, Haiti. In a country where half the food is imported, meals are becoming less affordable as the value of Haiti's currency depreciates against the U.S. dollar.

In 1997, some 1.2 million Haitians didnt have enough food to eat. A decade later the number had more than doubled. Today, that figure is 6.7 million, or a staggering 67 percent of the population that goes without food some days, cant afford a balanced diet or has limited access to food, according to surveys by the governments National Coordination of Food Security. As many as 1.5 million of those face malnutrition and other hunger-related problems.

This is scandalous. This should not be, said Claude Beauboeuf, a Haitian economist and sometime consultant to relief groups. But Im not surprised, because some of the people in the slums eat once every two days.

Taiwan signed a memorandum of understanding (MOU) with Haiti over a US$15.8 million (NT$472 million) donation to post-earthquake reconstruction efforts when the upcoming visit by President Ma Ying-jeou to Taiwans Caribbean ally was being arranged, the Ministry of Foreign Affairs confirmed on Friday. The memorandum was signed by Ambassador to Haiti Liu Bang-zyh and Haitian Chancellor Pierre-Richard Casimir on July 9, the ministry said. Under the MOU, which had gone largely unnoticed, Taiwan commits to donate US$15.8 million for a new building housing the Court of Cassation, Haitis highest judicial body, Florencia Hsieh, deputy director-general of the Department of Latin American and Caribbean Affairs, said by telephone on Friday. Hsieh said Ma and Haitian President Michel Martelly will preside over a ceremony to commemorate the laying of the buildings first stone in Haitis capital, Port-au-Prince.

Ma is to arrive in Haiti on Tuesday on the first leg of a five-nation tour, which includes Paraguay, Saint Lucia, Saint Vincent and the Grenadines, and Saint Kitts and Nevis. The president will also make transit stops en route to Haiti and on his way back to Taiwan in New York and Los Angeles respectively. The project will be carried out by the Panama-based Overseas Engineering & Construction Co (OECC) and is to be completed in 24 months, Hsieh said. The OECC is a subsidiary of the Overseas Investment & Development Corp, a Taiwanese incorporation of major public and private enterprises, groups and financial institutions established by the late banking magnate Jeffrey Koo Sr. in response to the governments call to assist in overseas public infrastructure projects to enhance relations with the nations allies.

The project is to be funded from a budget allocated for foreign assistance programs and payments will be provided progressively over the course of the construction in direct relation to how much work has been completed, Hsieh said. According to the ministrys budget statement this year, the budget allocation for such programs in all 12 of Taiwans diplomatic allies in Latin America and the Caribbean stood at NT$3.4 billion, in addition to NT$440 million allotted for confidential expenses in the region. The court project came up during discussions held between the two countries on what Taiwan could do to continue to help earthquake victims in Haiti after the completion of several humanitarian relief projects to provide vocational training, medical care and education, Hsieh said.

Three years after the earthquake, hundreds of thousands of people continue to suffer its effects. According to UNICEF, about 357,785 people 138,000 of whom are children are still living in crowded temporary settlements, are dependent on aid and are at a higher risk of exposure to abuse and exploitation. In January, UNICEF requested US$11.65 million to meet its annual humanitarian goals to tackle the prolonged displacement, persistent cholera epidemic and food insecurity plaguing Haiti, problems that were all augmented by Hurricane Sandy last year. Ma is to become the first Republic of China (ROC) president to visit Haiti since the two countries established diplomatic ties in 1956. First lady Chow Mei-ching visited the Caribbean country when she participated in efforts by NGOs to provide humanitarian aid to the country in August 2010.

GAO: After $230M in U.S. Aid Thousands of Haitians Still Homeless
November 27, 2013 - A GAO report found that three years after the U.S. Agency for International Development (USAID) was given $651 million for reconstruction efforts in Haiti, only $229.5 million (35%) has been disbursed, and construction for a projected 15,000 permanent homes has been scaled back by 80 percent to 2,649 and delayed by two years.

This means that while originally 75,000 to 90,000 Haitians would have had access to housing, that number is now reduced to the 13,200 - 15,900 range. These decreases came about due to miscalculations of costs and the Haitian governments request for larger houses with improvements such as flush toilets, according to the report. The report details several miscalculations on the costs for building permanent housing, port construction, an industrial park, and an electrical power plant. There are also significant delays with each of these projects.

On Jan. 12, 2010 an earthquake in Haiti displaced 2 million people and caused an estimated 230,000 deaths and 300,000 injuries. After the earthquake, Congress passed the Supplemental Appropriations Act with $1.14 billion allocated to reconstruction in Haiti. Of that, USAID is responsible for allocating $651 million. USAID has allocated $72.5 million to plan and build a new port in northern Haiti. As of June 2013, the agency obligated only $4.3 million (6%) because of planning delays. There was no staff in Haiti with the technical expertise needed in either construction, oversight or planning to build the port. There was also no port engineer available to oversee the project.

Haitian Prime Minister Laurent Lamothe told The Associated Press Monday night that there were some landowners who were responsible for forced evictions but it was not something the government endorsed. A report by the global advocacy group Amnesty International says forced evictions violate the rights of displaced people at all stages: threats prior to an eviction, violence during eviction and homelessness afterward, and that Haiti has violated international human rights obligations by failing to protect displaced people.

According to the U.S. Army Corps of Engineers, more studies are needed to determine the feasibility of building the port, and these studies will take between 18 months and 2 years. Estimates on the time to build the port were originally 2.5 years but have now ballooned to 10 years, depending on how complex the port design will be. The costs to build the port also remain uncertain, with a feasibility study showing a cost ranging from $185 to $257 million. Given that USAID planned to pay $68 million for the port, this leaves a substantial gap of $117 million to $189 million.

As of Oct. 9, 2013 when the GAO report was released, it is unclear that the Haitian government will be able to find a private sector company willing to finance the rest of the port building project. The GAO report states that the first phase of building for the power plant was completed, but the rest of the project is now on hold due to delays with the port. The sustainability of the port, the industrial park, and the power plant are interdependent. USAID also has plans for expanding the power plants capacity to at least 25 megawatts and to build a solar energy farm of at least 2 megawatts.

Audit Finds US Housing Aid Program in Haiti Falls Short
April 18, 2014 A post-earthquake housing program in Haiti funded by the U.S. Agency for International Development (USAID) has delivered only a quarter of the planned number of homes at nearly twice the budgeted cost, according to a government audit.

The project was part of reconstruction efforts in Haiti, where a devastating earthquake in January 2010 killed more than 200,000 people, destroyed about 105,000 homes and severely damaged over 200,000 others. The temblor left almost 1.5 million people homeless in what was already the poorest country in the Americas. Quality controls and environmental standards in the USAID housing program were not always followed by contractors, said the audit, published late on Tuesday, adding that the agency widely underestimated the cost and complexity of building homes in Haiti.

The program sought to build up to 4,000 new houses by December 2012 and provide 11,000 sites where new houses could be built. But 18 months after the scheduled end of the project, only 906 new houses have been completed and less than 6,220 sites fitted for construction while the budget jumped from $55 million to $90 million. The agency said the program was hampered by land tenure disputes that forced it to focus building mainly on government-owned land. What's clear today is that efforts by USAID to help Haitians address their housing needs continue and are succeeding despite the many challenges of working in Haiti, said John Groarke, USAID's mission director in Haiti.

Some 328,000 people who were displaced by the quake have been helped by the USAID program, Groarke said. Last week, the International Organization for Migration (IOM) said more than 137,000 Haitians are still living in camps of makeshift homes four years after the earthquake.

Among families that have been offered a voucher that would cover a year's rent in a permanent home, some have returned to living in the camps after realizing their incomes are not enough to pay for rent once the voucher runs out, the IOM said. USAID is now assisting the Haitian government to convert some of the camps into more permanent communities by building roads and other infrastructure to help them from becoming slums, the agency said.

Haiti slum blooms into urban oasis
Tuesday 3 June 2014 ~ Jaden Tap Tap initiative helps foster sense of pride in Cité Soleil, where residents tend and cultivate their own green spaces

"Plant moringa; harvest community harmony" could be a good motto for Jaden Tap Tap, a green oasis in the tough, garbage-strewn eyesore that is Cité Soleil. The slum, in the north of the Haitian capital, Port-au-Prince, is often described as the one of the most dangerous in the western hemisphere. The Jaden Tap Tap, with its rows of quick-growing, nutritious moringa, known as the Tree of Life, is a community garden. Walking in from the sunbaked wasteland that is Cité Soleil, it is noticeably cooler. Like a leafy cocoon, it provides a shield from the harsh reality of life outside its walls. Its name is Haitian Creole for Garden Taxi tap taps are the distinctive, brightly painted vehicles that ply the roads of Port-au-Prince.

The garden was created three years ago by three men with a dream, but without any official backing or even enough money for an irrigation pump. They still do not have a pump and the authorities allegedly remain uninterested in the project and its potential, but Daniel Tillias, Jaden Tap Tap's director, is philosophical. "Making a garden is about more than cultivating plants, it's about cultivating people," he says, quoting the late Japanese philosopher Masanobu Fukuoka, famous for his book The One Straw Revolution. Tillias, Herode Gary Laurent and Franz Francois, all of whom grew up in Cité Soleil, laid the first seeds in the garden on a couple of acres of landfill.

The Jaden Tap Tap garden project has sown seeds of community enterprise in the Cité Soleil slum.

Tillias says the history of the land they started to till is symbolic of some of Haiti's political turmoil. "People say that some wealthy businessmen abandoned the T-shirt factories that were here. People from Cité Soleil destroyed and ransacked everything after the overthrow of [President] Aristide in 2004. It became a landfill and the place in the neighbourhood where killings would happen." From the outset, the garden recycled decorated urban waste, with brightly painted tyres used for pots, for example. Also crucial was the willing labour of people who live in the tent camp across the road.

They straggle across, tilling and planting in the quiet green space, eventually harvesting the vegetables for the family cookpot, sharing fairly and equitably. They take home seeds and plants, and start container gardens. For them, it's a chance to leave behind, even if briefly, the stifling reality of their lives in the plastic tents. "I love to come here. It's a pretty space for the community," says Joseph Fanie, an elderly lady who appeared in the garden, hoe in hand, with other Cité Soleil residents. "I've started my own garden," she says proudly. It is proof, if any were needed, of the powerful example set by the Jaden Tap Tap, Haiti's largest urban garden with aspirations to link up with American urban agriculturist Will Allen's Growing Power movement.
