It would take 38 states to agree to be dominated by the large states to get rid of the Electoral College and that's never going to happen. It only takes 13 states to block this attempt at raw dictatorship by the large states.

These 31 states will never consent to ending the EC and that's more than twice the number necessary to stop such a change.
