Finland isn't interested, like the NRA does, in spreading weapons to whoever will buy them. The Finnish, as the Swiss, learn to shoot to defend their country, not to shoot their neighbors. the point that you and other gun banners ignore, is that the government of Finland has decided to fund hundreds of shooting facilities in an effort to make the shooting sports more attractive to Finns, which also has a benefit to the country.
