    GAO also found in 2014 that the Obama administration broke the law in exchanging five Taliban commanders for a captured U.S. soldier without giving Congress 30 days notice.

    Cite your source. Withholding appropriated aid is permissible if the President informs Congress of the intent and cause. Trump failed to do that. If you believe Obama did likewise, then you should have a source that explains it.

    The absence of evidence is not evidence of absence. IOW, neither does the article say Obama failed to inform Congress. Or, if he didn't, Republicans failed to complain...and I believe by 2013, they held the majority in the House.

    The 2nd best part of the report is that OMB (Mulvaney) and State (Pompeo) are still failing to provide required materiel... likely to cover up their actions..

    OMB and State have failed, as of yet, to provide the information we need to fulfill our duties under the ICA regarding potential impoundments of FMF funds. We will continue to pursue this matter and will provide our decision to the Congress after we have received the necessary information.

    Not only did he fail to inform Congress of his intent and cause, he tried to hide what he'd done, and instructed people within his administration to refuse to honor subpoeanas.
