I'm of two minds about this issue. Tenure for public school teachers? No. But tying pay or job security to performance results? No. Tenure more or less makes a teacher bullet proof, safe from criticism and performance reviews, and so that's bad. On the other hand when whether or not a child will learn and then perform up to state standards depends mostly on what sort of home life he or she has, how can a teacher be held responsible for achieving certain results? Can she or he discipline the child in such a way that desired results will be theoretically possible? No, because doing so might damage the child's 'oh so important!' self-esteem. So forth and so on.
