    Certainly they would. They will determine who gets paid for their services and how much. The VA is best worse example. I am retired military. I stay as far away from the VA as possible.

    They will set the 'rules' - but they would not be adminstrating on a day to day basis.

    Sure they do. They would have to approve each and every visit to the doctor, ER or whatever.

    A well run national healthcare program is funded by the government but independent administrative companies run the day to day.

    No - not like the VA. It has been run as a division of government which is a massive failure. Had they hired an independent healthcare administration services firm to run the day to day, it would be much more successful.
