I've heard there have always been questions about the plane crash that killed UN Secretary General Dag Hammarskjold, the second UN Secretary General (and youngest so far). Various people have claimed that his plane was actually shot down and perhaps even that crash survivors were shot. Various possible killers have been suggested from the Belgians to South Africans and CIA. I'm convinced it was the Soviets who feared that Hammarskjold's handling of the Congo crisis raised a serious possibility of a much more powerful and dynamic UN as well as a far, far more powerful Secretary General.
Note that while the Soviets made all the right noises about wanting a strong UN, the last thing the Soviets wanted was a strong and independent UN Secretary General. The Soviets actually proposed replacing the single Secretary General with a triumvirate of one member from the west, one from the Communist bloc, and one from the Third World. Of course as envisioned by the Sovs, the Soviet bloc member would be able to "veto" any proposed actions by the other two.
