For a small, open economy like Canada's immigration is key. In fact, Canada cannot sustain economic growth without a steady inflow of skilled immigrants. But as growth rates in the developing world accelerate, the search for skilled immigrants is becoming an uphill battle and policy remedies are needed. There's a study I read about in the financial post today that has some suggestions that I find compelling: Another interesting suggestion is the "Expression of Interest Model" that would in theory "modify the points-based evaluation, which assesses education, work history and language skills, by factoring in the evolving needs of the labour market." Curious to hear PoliticalForumers thoughts on these policy prescriptions!
