Insurance companies are a hazard to population health. It is time for them to pay GST as well.

Even town council service and conservancy fees also incur GST:

Aren't town council fees and insurance about the same thing because both involve in paying for an important service?

Actually, I think that premiums paid to insurance companies ought to be charged GST because insurance companies are getting too greedy and actually don't do any service/work at all to promote the health of it's members, which should be it's duty to begin with.

The government is actually the one in need of money since health minister Gan Kim Yong implies that he has insufficient money to invest in preventive healthcare, thus MOH is always fire fighting because it doesn't have sufficient funds for fire prevention to begin with (thus the need to raise overall GST rates):
“If you look around, our investments in health promotion and diseases prevention, I think... it is actually significantly lower than the amount of money we spend on treating diseases,” he (Minister Gan Kim Yong) said.
: Due to a lack of "holistic approach towards health promotion, taking into account how can we empower consumers so that they make the right choice" Empower consumers with holistic approach to healthcare: Gan Kim Yong To address the challenges of non-communicable diseases, Singapore needs to move upstream and find ways to keep the population healthy, said Health Minister Gan Kim Yong at the Ministerial Meeting on Universal Health Coverage TODAY (11 Feb 2015).http://www.todayonline.com/singapore/empower-consumers-holistic-approach-healthcare-gan-kim-yong

As compared to the modus operandi of insurance companies which is to squeeze as much money from members as possible because 'pre-existing illnesses not covered' and they do almost nothing to promote healthy lifestyle save for AIA vitality (which is actually just an excuse for participants to receive rebates by submitting step counts using the following cheap and easily accessible device):
Lazada: Steps Counter Generator for [Smart Watch] [Mobile Phone] [Activity Tracker] Automatic Phone Shaker, Steps Clocker, Phone Rocker, Brush Step - Compatible with Apple Health Google Fit Samsung Heath AIA Vitality

Town council on the the other hand actually take care of day to day maintenance work and even save up some money in the sinking fund for future big repair project budgets.

It is time for the government to ensure that insurance companies pay their fair share of GST so that the government can catch up on the preventative healthcare efforts that it has neglected since Singapore became independent and insurance companies cannot be bothered at all.

The insurance companies are thus a hazard more than a help to population health, they are the biggest tax evaders of all.

The government should make them pay GST like everyone else.

The government should use the GST paid by insurance companies to fund it's preventive healthcare strategies rather than causing citizens more stress by raising the overall GST whilst allowing insurance companies to evade even more GST and create nebulous contracts to fool people into feeling secure and protected when in truth they are not.
