Jack Dalrymple has fixed the universal constant also called the fine structure constant at it's present value. There is evidence the fine structure has changed over time and is different at different places in the universe. If it changes too much life will no longer be possible on earth and if life on earth ceases there will be no more oil deposits formed in North Dakota.
