Every once and while, you get the truth from Joe with statements, "They tell me not say anything or I'll get in trouble."

YOU are the President of the United State, Joe. YOU are the person who has the office that puts YOU in charge. It seems like others, including the Easter Bunny, are looking to keep YOU out of trouble. Even the bad presidents, like James Buchanan, were in charge. He made some terrible decisions, but they were his. Joe is the figurehead of a presidential committee.
