If China was subject to the same strictures under Kyoto as developed nations, their economy (which America relies on to a large extent), would be in serious trouble. China, as I pointed out earlier, relies almost entirely on coal to power its industry and, as a developing nation, has been almost exempt from Kyoto in order that its industrial base may grow.
