Litvinenko Public Inquiry: new developments

    Following a designation of Dmitry Kovtun as a Core Participant to the Public Inquiry into the assassination of Mr. Litvinenko in London in November of 2006 I sent my message (dated 16/06/2015, next day after the designation) for the attention of Sir Robert Owen, Chairman of the Litvinenko Inquiry.

    Please find below the text of my message that contains important information regarding the assassination.

    I am a former investment banker from Russia. I am Jew and Russian national. I claimed asylum in the UK in 2005 and was denied asylum in 2007 (on 07.02.2007) shortly after my letter to prime-minister Tony Blair dated 16.01.2007 (I had sent copies of my letter to political editors of a number of mainstream media in London).

    My asylum request was refused irrespective of the fact that I was the only witness on behalf of claimants, a minority group of US-based shareholders of Russian oil company Yukos, in their litigation against the Russian Federation, a number of Russian state-controlled oil and gas companies and a number of Russian state top officials (Allen, et al. v Russian Federation, et al., civil No. 05-2077, US District Court for the District of Columbia, action for expropriation of YUKOS cоmpany).

    My arguments against that unfair decision made by the Home Office (more than 300 pages long) were clearly ignored by AIT as if I had never submitted them and the judge confirmed the decision made by the Home Office earlier.

    The legal lawsuit in the USA I have referred to was launched on 25.10.2005 and an amended petition that included my witness statement was submitted on 13.06.2006. My name was mentioned in the text of the petition, was included in the information posted on a web-site of this group of US-based investors. Equally the fact that I had been participated in the litigation as a key witness on behalf of the claimants was made public in press coverage of the case in Moscow, Russia (where defenders of the case had been located).

    Dear Sir Robert Owen,

    As a former Russian investment banker who was employed by Gazprombank (a banking arm of Russian state-controlled gas giant Gazprom) and being aware of the information that, as I reckon, is directly related to the circumstances of Mr. Litvinenko's death I think it is vital to question both Mr. John Yates ant Mr. Peter Clarke (former Deputy Assistant Commissioners of the Metropolitan Police) and to explore the final file that was submitted by Mr. John Yates to the Crown Prosecution Service in April of 2007 on so-called “cash-for-honours” police inquiry.

    In 2006 and in 2007 I sent a number of letters to the above-mentioned top police officers as well as addressed the Lancashire constabulary on circumstances directly related to the death of Mr. Litvinenko. Private secretary to HRH Prince Charles was also aware of some details and was involved indirectly in the case by contacting the Lancashire constabulary following my correspondence to HRH and to HMQ.

    I would like to stress that in my view a special attention should be paid to a visit of Mr. Litvinenko to Israel shortly before his poisoning where he met with Mr. Nevzlin, Russian oil tycoon, at that time main shareholder of GML (former main shareholder of an oil giant Yukos that was previously expropriated by the Russian state). That meeting/meetings with Mr. Litvinenko were followed by visits of Mr. Litvinenko (accompanied by the suspected Russian spies Lugovoi and Kovtun) in London to the office of a security firm ISC Global (current name RISC Management). As far as I remember, media in London reported later that a group of agents employed by that security firm left London shortly after Mr. Litvinenko had visited that firm with his Russian former colleagues. It was also reported that Mr. Litvinenko had been paid by a Russian oil company (I presume by GML) shortly before his poisoning for producing a report on Russia. (“Report” or “analysis” is a widely-used excuse in Russia for paying someone for his/her dubious services. Besides, as far as I know, Mr. Litvinenko was not an analyst but a former head of a department at KGB that focused specifically on assassination of people who interfered somehow into areas of business or politics that were controlled by Kremlin.)

    I think that if and when someone will discover the truth behind the issues discussed between Mr. Litvinenko and Mr. Nevzlin in Israel and reasons for the visits to the office of the above-mentioned security firm (that has offices both in London and in Israel and was, as far as I know, initially incorporated by Mr. Stephen Curtis, assassinated earlier to Mr. Litvinenko, with a direct involvement of GML) that person will eventually discover the identity of those who organized the assassination of Mr. Litvinenko. By the way, it was reported that Mr. Berezovsky was also involved in incorporation of that security firm.

    Equally, I think it is vital to explore similar circumstances related to a poisoning of Mr. Egor Gaidar, a prominent Russian politician and a former Russian premier(nowadays deceased) at a conference near Dublin, Ireland a day after Mr. litvinenko had died.

    Based on my professional experience and taking into account clear cooperation of the British authorities with their Russian colleagues regarding my request for asylum in the UK I reported to the Metropolitan police that I was certain that Tony Blair had reached a secret arrangement with Kremlin to finance his reelection campaign of 2005 in exchange for a stipulation to provide backing to Gazprom's bid for the British Centrica, holding company that owned British Gas.

    I submitted (my first report to the Metropolitan police was dated 08th of November, 2006 and, as I have discovered later, a week after Mr. Litvinenko had met his Russian colleagues at the Pine Bar of the Millennium Hotel in London where he was poisoned) full details that I was aware of as a key coordinator for a number of dubious transactions although I was not aware of the purpose of financing at the time I worked for Gazprombank or when I arrived in the UK or when I requested asylum in the UK. The amount I had seen to be transferred or expected to be transferred was slightly more than USD 8 million (and was almost similar to the amount of loans that the Labour party later received as loans from four British nationals allegedly in exchange for peerage).     I think that you should not be surprised neither by the fact itself nor by the amount in question. For example, in his book The New Cold War: Putin's Russia and the Threat to the West (published by Palgrave Macmillan, 19 February 2008, ISBN 0-230-60612-1) well-known journalist Edward Lucas mentioned (on p. 166) a secret Euro 1 billion (not a printing mistake) loan guarantee issued just days before the former German Chancellor Gerhard Schroder left his office. Edward Lucas is a senior editor at The Economist. Lucas has had a distinguished career of more than 30 years covering Russian and Eastern European affairs. He was the Moscow bureau chief from 1998 to 2002.

    Almost the same amount (USD10 million) was quoted as a fee that was paid to Tony Blair by Kazakhstan for his services as a presidential advisor on economic and political reforms. Tony Blair agreed to act as advisor to Kazakhstan in 2011.

    Being alarmed by the obvious cooperation of the British authorities with Kremlin regarding my persecution and trying to find the reason behind that I proposed that the Metropolitan police should had explored my detailed information since it was (in case my information had been verified and proved to be correct) a clear violation of British law and in fact an act of treason to receive a financing from a foreign state (a foreign state led by "a former" intelligence officer) especially in exchange of a backing for a sale of a key national asset.

    All forthcoming events including circumstances that were related to assassination of Mr. Litvinenko in London and to assassination of Andrey Kozlov in Moscow (former first Deputy Chairman of the Central Bank of Russia) a bit earlier that year (on 14th of September, 2006) confirmed that I was correct in my concerns.

    I need to mention as well that I experienced some similar “strange” problems with my health precisely during the time when Mr. Litvinenko was poisoned. I reported the circumstances to the Lancashire constabulary and to Metropolitan police. Equally I reported that my neighbor, another asylum seeker from Iran offered me to drink tea with him on a number of occasions and prior to that had addressed me as “Dmitry” following his suspicious travels to London from Darwen, Lancashire. I reported a number of other strange circumstances related to that asylum seeker and his tea. Equally I asked to present me with a photo of a person who traveled by air with Mr. Lugovoi and Dmitry Kovtun from Germany to London and later disappeared from Heathrow airport. It was previously mentioned that CCTV camera had got his face when he accompanied both Russians on his way from the airplane. I had reasons to suspect that the person became my neighbor, alleged asylum seeker who shared the same house with me in Darwin, Lancashire and tried to poison me with tea. I suspect it was planed to poison me with polonium as well but after I had been already poisoned with some substance that was contained in tea that I had been treated with.

    There are two major reasons why the Russian authorities has not assassinated me yet due to my numerous political statements (not only related to Yukos). First, my assassination or any direct and unequivocal persecution performed directly by the state would only prove that all my previous allegations were quite justified and correct. Secondly, that might force someone to question why the Home Office refused my asylum case irrespective of all evidence that I was a genuine asylum seeker. That may force someone to explore my story that may uncover some very alarming circumstances and details that were behind my case. Thus instead of a direct assassination my enemies have been preoccupied with preventing me from having a stable and decent employment (any employment in fact) and with finding any false excuse to prosecute me for any criminal act, for example for a false robbery (they have made several attempts already that included police search, police inquiry, taking fingerprints, conducting a search using specially trained dog and etc., all that without any witnesses). They need either to force me to die of starvation or to ruin my reputation first before killing me (like they killed Magnitsky earlier before a trial).

    My home address in Moscow is as follows:

    Flat 21, 21/11 Sudostroitelnaya Street, Moscow 115407, Russia (I live in one room only that is owned by my farther, there are other tenants living in that flat as well). My home phone number (+ 7 499 618 8251) do not operate since October of last year for a dubious reason irrespective of relevant invoices).

    My phone number at home, postal and email address are not secure and I may simply not receive your reply should you wish to contact me. Most probably I won't see your potential reply by email since it will be either deleted by someone before I had a chance to read it or a password to my account would be changed and I would be unable to access it. That happened many times before so my guess is based on personal experience and not on fancy.

    Based on my dire experience I do not use any mobile phone for the reason of security.

    Although I can't be absolutely certain any e-mail would be deleted I am confident the Russian authorities will try to prevent you or anyone who may represent you to contact me.

    Thus, the most secure way, in my view, to contact me should you wish to hear some further details of my story and to ask any questions is to approach me directly while I distribute newspaper Metro at one of the stations of Moscow tube: "Akademicheskaya", northern exit (last carriage of the train if you travel from the centre of Moscow) during working hours (staring from 06:40 AM till 11:00 AM, although I may finish work much earlier (quite often around 10:00 AM) in case I have distributed all newspapers that I have received for a distribution for that day). I distribute newspaper Metro only 5 days per week, excluding weekends, holidays and days when this newspaper may not be issued since there are no commercial advertisements to be published for that particular working day.
