From healthcare.gov a married couple aged 60 and 50 smokers with medium healthcare usage the minimum cost for a Bronze plan (lowest coverage) is $1,146 per month (Florida). That's $13,752 per year. Now that number is about 8% of $172,000.

This couple is not eligible for subsidies because of their income. So, again, you can dance all you want but the math is the math.

People who do are not eligible for a subsidy pay whatever the price of the insurance is. In many cases those costs are "unaffordable." If such is the case, there is no penalty.
