I know that medical reports are required for transgender MtF to be relocated to women's prisons. I'm not sure what requirements, if any, there are outside the penal system.

"Legalizing" gender, birth certificate changes and some name changes require a court order.



So, this appears to be easily remedied. Business can start requiring applicants to provide a birth certificate along with their photo ID.
