It isn't something government can fix. We have a culture problem. You can't legislate a better culture.

He wouldn't even need to discuss it, if he doesn't want to. The legislation is drafted, passed by the House and ready in the Senate. Just bring it up to vote. It will pass. But even though it would save lives, it would cost McConnell the money he gets from the NRA. So it's not going to happen.
