Sounds mostly like this fits into the conspiracy category. But the potential emergency powers of government are indeed scary. Imagine whole city-sized populations being quarantined and forcefully relocated. Anyone under suspicion of being sick could be detained, without any real due process. Basically people could be sent to what would effectively be prison camps without having broken any law. An occupying military force could likely be used to enforce quarantine orders.
Actually there are. The conspiracy theorist's worries are not entirely just based on imaginary things. A huge amount of resources has been spent on disaster preparedness, and there are huge facilities built in the last decade in remote places designed to be able to quarantine huge numbers of people in the event of a biological contagion attack.
