I do not think nor believe South Korea will take any hostile action, it certainly may add sanctions or provide less aid. I imagine South Korea with help will try to block the North Korean jammers.

The current North Korean leadership should be handled differently from the Bush era and the previous strategies of containment would inevitably backfire and South Korea has just elected a new female leader and there is the golden opportunity to reset the relationships between North and South Korea and start things over between the feuding cousins. But South Korea's compulsory military service makes it harder for the ordinary Koreans to envision a path towards peace as most Korean males are subject to military education and they are indoctrinated to see North Korea as their mortal enemy to be eliminated.
This is South Korea's problem. It's of no concern to Americans. The ROK/US MDTreaty is worthless in the obama era.
