She can't spend it on personal things. She can give to charity, create a PAC, donate to the GOP or specific campaigns, or retain it for use by her in a future campaign,
Most of this is correct. If they do not run for office in the future they can spend it on personal things. If they spend it on personal things and then decide to run in the future they must reimburse their future campaign. What they often do is what Hillary did. Hillary reimbursed her 2016 campaign the money she had spent, then did not spend the money so apportioned in 2016 on her 2016 campaign. Which means once the 2016 campaign ended, the money once again was free and clear.
