ATF doesn't have enough staffing to arrest more than 100 felons a year out of the 34,000 who commit a felony by lying on the Form 4473. The sellers that the ATF would catch aren't the sellers who sell guns to felons.

There is no way for the ATF to conduct random sting investigations of private individuals trading firearms between themselves.
