I know because an unemployed friend was living with me for a while and used my computer to order one. A couple weeks later they sent her 2 phones and 2 chargers in the mail. I'm not sure why they send 2 phones but I'm guessing that Safelink is hoping the recipient will keep one of them and sell/give the other one to someone who will buy airtime.

The grand total of the USF tax on my latest phone bill was 94 cents. You can call me a flaming liberal, but for some reason I am not outraged by the "obamaphone" charge. I think it is a good idea for people to be able to communicate even if they are poor. Especially in this day and age when the street corner payphones are practically non-existent. Many times because it is simply unsafe to approach them when they are surrounded by gangster drug dealers and pimps 24/7. For somebody seeking a job, access to communication with potential employers is very important. And I don't really give a flying (*)(*)(*)(*) if it costs me 94 cents to help them.

The phone law clearly states that it is national policy that everyone in the country have access to phones. Congress funded the law to ensure that it happens. So the people Obama put in charge are doing their lawful duty and complying with the law. Maybe the critics should contact their favorite Congress Critters and tell them to repeal the law. So the process is to believe people you hate when they say something that you agree with but to call them liars when they say things that you disagree with. In other words, believe someone when they admit to wrong-doing but call them liars when they say that they are innocent. That helps to explain why so many people are in prison.

I think all of that information is in the links. The phones come with a certain amount of minutes. People need a fixed residence in order to have a landline. A cell phone is more useful for people who lack fixed residences.
The information gathered by Bush during waterboarding was passed along to spy's in the field who eventually used it to find bin Laden. I believe if Bush had been president he would have captured bin Laden and extracted more information from him that could have brought more terrorists to justice.
