the president of Kazakhstan does not recognize any new independent country
the same can be said about languages
no need to make a fuss if you have English

Putin said that knowing the Russian language is national security
maybe that's why all peoples don't know English well?
so as not to be heavily influenced by the USA?

Well you certainly haven't yet mastered the second string to the bow of using English properly.
It is called punctuation and is vitally important in conveying the voice in which the author of the written word is speaking.

Read à short but enlightening little book called "Eats shoots and leaves".

I don't understand what point you are trying to make other than English is used across global trade and politics. In fact in large International gatherings such as the EU and UN and NATO, members use earphones or physical translators which translate the speaker into their own language.

If you are interested in the history of English, be aware that at least 50% comes from the French which was instituted in 1066 by William the Conqueror.

One of the benefits of living in a diverse world is the ability of people to use many languages. I live in an area which uses three , two of which are local and are highly valued. The Channel Islands each had their own language which nearly disappeared but today the people of Jersey are active in reviving their original communication.

Languages are à history of à people and their historical movements, conquests, trade and cultural exchanges. If English is a dominant language it is because the British have interfered with far too many peoples who got on perfectly well in their own language before they were forced not to use it.

Don't you think that that would depend on the person's native language?

    Thanks,

Nope, the expansion of the English language is due to the spreading of the British Empire. Otherwise, German could have been the de facto national language of the USA. :)
