Question about Ethnic Conflict

    Ethnic conflict is a major issue for newly democratized states. I was wondering what factors allow for a successful mitigation of ethnic conflict? And what factors work against political solutions?

    So far I have a list of:
    -International backing - with it, the chances are the groups will talk rather than fight.
    -Culture - The culture plays huge role as it either supports and works against change and diversity.
    -Equal opportunities - Social, Political, and Economical
    -Equal Rights - Right to vote, right to citizenship, etc.
    -Transitional Justice and reconciliation - If justice is being brought to the officials who orchestrated the conflict, it makes the general public more trusting of their government.

    Would these be good factors? What else would you add to them and what other factors would you suggest?
